SHN provided NPDES permitting consultation services for the PALCO Town of Scotia and Scotia Mill. These services included permit compliance coordination tasks for municipal wastewater discharges from the Scotia Wastewater Treatment Facility (WWTF), and process wastewater discharges from the local steam-fired cogeneration plant.
SHN assisted the Town of Scotia with modifications to their NPDES permit, which included significant RWQCBchanges from their previous permit. Throughout the permit renewal process SHN maintained a close relationship with staff members at the North Coast RWQCB responsible for drafting new permit conditions. By the time of permit adoption, SHN was able to negotiate permit terms that were acceptable for both PALCO and the RWQCB, and the new NPDES permit for the Town of Scotia was approved as a consent item by the Regional Board.
Following permit adoption, SHN has continued to help the Town of Scotia comply with new provisions enforced under the permit. Waste-stream-specific effluent limitations were applied for the first time to regulate the discharges from the steam electric power plant and SHN helped identify deficiencies and implement new treatment technologies to comply with these limitations.
SHN also provides services related to the monitoring and reporting of storm water discharges from the industrial mill operations in Scotia, under the NPDES General Industrial Permit.
