Kinsey Ranch Summer Bridge Crossing
Humboldt County, CA

SHN completed a streamside management assessment, CEQA mitigated negative declaration, and mitigation measure monitoring and reporting program for the annual installation of a seasonal bridge over the South Fork of the East Branch of the Eel River. 

SHN coordinated with state and federal agencies to obtain a Section 404 permit, Section 401 Water Quality Certification, and Streambed Alteration Agreement.  Other responsibilities included prepaing the CEQA document for Humboldt County Planning Department to adopt as lead agency and obtaining a Special Permit from Humboldt County. 

SHN also prepared an Endangered Species Act Section 7 Biological Assessment (BA) in order to obtain the Section 404 permit.  The National Marine Fisheries Service commended the well prepared BA and without hesitation issued concurrence with the BA.  By SHN completing the CEQA review, coordinating the permit process amongst the numerous agencies, and completing the Section 7 informal consultation, the client obtained all county, state, and federal permits on a restricted timeline.   SHN continues to provide biological monitoring service to the client, as required by the mitigation measures, for the annual installation of the bridge.
