Planning Services

SHN offers assistance in municipal planning and environmental permitting (entitlement planning).

People needing planning services are often facing complex and intertwined problems such as potential environmental impacts, scheduling and funding/financial pressures, adjacent landowners’ concerns, regulatory hurdles, and controversy from parties not supporting the project.  Our solutions are based on 45+ years of planning experience; we provide options, strategies, and contingencies.

We develop alternatives for project proponents and alert them to decision points at the right time, so that we are anticipating and responding—not reacting—to issues and problems that arise during project development.

SHN’s planning clients are generally:

  • Public agencies, municipalities, or Tribes
  • Private sector representatives or business owners, including real estate developers, ranchers and farmers, construction company managers, mining companies, soil manufacturers, and forest products manufacturers

SHN planners have educational backgrounds in environmental planning, land use planning, and environmental science.  Much of their experience is gained on the job, where they can be found in the office preparing permit applications, staff reports, and environmental documentation, and in city council and planning commission meetings presenting projects to the public.  Our planning services are split between environmental permitting and municipal planning.

Environmental Permitting

Environmental permitting is location specific. SHN’s primary planning and permitting experience is in California and Oregon.
  • National Environmental Policy Act (NEPA) categorical exclusions, environmental assessments, FONSIs, EISs, Federal cross-cutters, mitigation design
